Vietnam: Department Of Labour Invalids And Social Affairs Test Online Portal For Work Permit Applications

Latest on Vietnam to test online portal for work permit applications

Vietnam’s draft circular is effective from 1 Jan 2017 – 30 Jun 2017 in different provenance. There is little consistency across the country with the online portals at the moment. Whereas, from 1 April the department of labor in Hanoi will offer companies services such as; an option to submit new work permits, work permits, job position approval and work permit exemption certification, online. In cities like Ho Chi Minh there are no requirements or testing of any online systems. But the Vung Tau provinces have developed their own online system, but it appears in the near future all the provinces will end up using the national wide portal which was introduced in the draft circular realized in January by MOLISA. At the moment, depending on the province an e- submission and other applications is compulsory for some processes and optional for others. However, as of 1 July according to the draft circular online applications will be mandatory in all provinces and anticipated to be completed through the nationwide MOLISA portal.

All documents is expected to be converted into soft copies to help reduce the processing time with the following;

  • 10 vs 15 working days for Job Position Approval
  • 5 vs 7 working days for New Work Permit
  • 3 working days for Work Permit renewal and Work Permit Exemption certificate.

Please take the following points into consideration;

1. The following documents are to be approved based on documents submitted online

  • Pre-approval for work permit
  • Work permit re-issuance
  • Work permit exemption certificate
  • Job position approval

Original documents and photo will be required at the last stage of issuance of work permit or work permit exemption certification, and will be compared to the submitted soft copies.

2. The portal will allow users to check the progress of applications and inform the applicant of any problems or issues of the application during the application review.

3. Companies should apply for an account online and can set up their own e-signature which is currently optional. This is to validate the user when uploading a new application and can help speed up the process, applications submitted without e- signatures can take longer for the department labour to evaluate.

4. The current online service for the Vietnam labour authorities are a work in progress and is at a pilot phase, please take into consideration that the reliability, functionality and overall security is being develop or awaiting clarification. It is expected for system to have many improvements and changed before the official launch date of 1 July 2017.
