Switzerland: Changes for Croatian nationals to Switzerland

Latest update on Croatian nationals to Switzerland

The Swiss government has in December 2016 ratified Protocol III to the Bilateral Agreements with the EU (specifically: AFMP – Agreement on the Free Movement of Persons), extending the validity to Croatia from January 1st, 2017. This means that the status of Croatian nationals wishing to move to Switzerland is similar to that of EU-8 and EU-2 countries previously.

There are specific quotas for Croatian nationals wishing to move to and live and work in Switzerland. For the first year (until 31.12.2017) the following quotas have been allocated:

543 – L permits
54 – B permits

This transitional phase will last until 31st December 2023. After this, the Swiss government have the option of utilising a safety clause to regulate immigration if volumes are determined to be excessive. After 31st December 2026,full freedom of movement should apply to Croatian nationals.

Online registration for assignee’s from Croatia (work stays up to 90 days per calendar year):

Croatian nationals who are assigned from Croatia to Switzerland for work stays up to 90 days per calendar year should register online*. Registration should be completed 8 days prior to commencement of work and only apply to services provided in the general service branches.

During the transitional period any Croatian provider of services in the following categories needs to be awarded a work permit prior to the first day of work:

– Structural and secondary contract work
– Gardening and landscaping
– Cleaning work in companies
– Security services

*Due to technical reasons, online registration is not yet fully established. In the interim, registration forms should be submitted.

Assignments lasting more than 90 days – work permits will be required utilising the quotas reserved for EU/EFTA nationals on assignment.
