France: New Immigration Bill Proposed by President Emmanuel Macron

President Emmanuel Macron of France has introduced new immigration legislation, which could reshape the countries policy on highly skilled migrants and asylum seekers.

The new legislation proposes:

  • An expansion to the “Talent Passport” programme, which focuses on entrepreneurs and researchers
  • A “Special Talent Passport” category for researchers and students would be introduced to allow a far greater inter-Europe mobility
  • A new type of residence permit that allows students and graduates to find jobs or start their own business
  • Amendments to the rules regarding Intra-Corporate Transfers, such as imposing a six month cooling-off period for foreign nationals who leave France once completing their assignment
  • A shorter processing time for asylum seekers and a reduced appeal timeframe for rejected asylum applications. The bill also aims to increase the amount of time foreign migrants can be held in detention before they are deported.
